What Loudoun County requires

A complete residential pool permit application in Loudoun County includes:

• A building permit and zoning permit application, signed by the property owner
• A plat of the property showing the pool's location, its distance from the side and rear property lines, and the pool equipment location
• A signed Statement of Owner/Lessee form
• A signed Pool Fence Acknowledgement Form

The Pool Fence Acknowledgement Form is where Loudoun stands out from a plain document checklist: you're certifying, in writing, that a fence or powered safety cover complying with ASTM F1346, the current Virginia Swimming Pool and Spa Code, and the Virginia Uniform Statewide Building Code will be installed before the pool is filled with water. Loudoun's residential pool permit fee is $260 in unincorporated areas of the county, which covers both the county building permit and the zoning permit. If your property sits inside an incorporated town, the county fee is $95 and covers the building permit only — the town's own permit fees are separate and billed by the town. Electrical and gas trade permits, if your project needs them, are charged on top of the base pool permit fee.

The pool barrier rule

Loudoun's page points homeowners to the 2021 International Swimming Pool and Spa Code (ISPSC) and the current Virginia Swimming Pool and Spa Code as the controlling barrier standard, without spelling out the exact height and gate numbers on the page itself. That's the same code Fairfax and Fauquier counties build to, where the baseline is a barrier at least 48 inches tall, no gap wide enough to pass a 4-inch sphere, at least 3 feet of clearance between the barrier and anything climbable, and a self-latching gate with the latch at least 54 inches high or offset to the pool side.

Grading, setbacks, and western Loudoun's slopes

If your project disturbs 5,000 square feet or more of land — the pool itself, plus a work zone, equipment path, and any patio or hardscape package — Loudoun requires a separate Grading Permit for Erosion and Sedimentation Control on top of the building permit. A pool footprint alone rarely reaches that number by itself, but a larger lot or a combined build can cross it, which is why it's worth scoping at the first site visit rather than after plans are drawn.
