Pool Permits in Loudoun County
Loudoun County pool permits are handled by the county's Department of Building and Development, not the Health Department — Loudoun's swimming pool ordinance applies only to public and commercial pools, not single-family residential ones. Applications go through the county's online LandMARC portal or in person at the Government Center, 1 Harrison Street SE, in Leesburg, the county seat.
- You'll need a plat showing the pool's location and its distances to the property lines and rear/side yards, plus equipment placement, a signed Statement of Owner/Lessee form, and a signed Pool Fence Acknowledgement Form.
- The Pool Fence Acknowledgement Form has you certify — before the pool is filled with water — that you'll install a fence or powered safety cover complying with ASTM F1346, the current Virginia Swimming Pool and Spa Code, and the Virginia Uniform Statewide Building Code.
- Electrical and/or gas permits are billed separately for pumps, heaters, and other equipment, and a Grading Permit for erosion and sediment control is triggered if the project disturbs more than 5,000 square feet.
- Fees run $260 in unincorporated Loudoun County, which covers both the building and zoning permit, or $95 inside one of the county's seven incorporated towns, where the town issues its own separate zoning permit.
